01 - Arrange 8 clear cups with 6 to 8 ounce capacity on your work surface.
02 - In a mixing bowl, dissolve red gelatin in 1 cup boiling water. Stir in 1/2 cup cold water until combined. Distribute evenly between cups, using approximately 2 tablespoons per cup. Position cups at a slight angle using a muffin tin for support and refrigerate for 45 to 60 minutes until completely set.
03 - In a clean bowl, sprinkle unflavored gelatin over 1/2 cup cold water and allow to bloom for 5 minutes. Add 1/2 cup boiling water and stir until fully dissolved. Pour in sweetened condensed milk and mix thoroughly. Allow mixture to cool to room temperature.
04 - Once red layer has set completely, slowly pour white layer mixture over red layer, using approximately 2 tablespoons per cup. Set cups upright and refrigerate for 45 to 60 minutes until firm.
05 - In a bowl, dissolve blue gelatin in 1 cup boiling water. Add 1/2 cup cold water and stir well. Cool mixture to room temperature.
06 - Pour cooled blue gelatin gently over white layer, using approximately 2 tablespoons per cup. Refrigerate upright for at least 2 hours until completely set.
07 - Top each cup with whipped cream and fresh berries if desired before serving.
